About the stadium management protocol
Events can be held at Olympic Stadium between November 1 and March 31 thanks to the application of the Occupancy Management Protocol of the Main Stadium Enclosure, as revised and ratified by the Régie du Bâtiment du Québec (RBQ). This protocol protects individuals circulating under the roof, whether it be workers or the public, by taking into account the risks of tearing and falling snow.
The venue management protocol dictates that events are allowed to be held on the Olympic Stadium’s primary grounds if, and only if, three conditions are met:
1. that within 24 hours of the event, no snowfall greater than 3 cm or freezing rain greater than 3 mm is expected for the duration of the event,
2. that there are no snow or ice loads greater than five metric tons on the roof at the start of the event, and
3. that there is no ice accumulation on the tower façade or on the suspension cables between the tower and the roof.
The previous protocol, dating back to before the winter of 2013, forbade any events from being held at the venue if a snowfall forecast was expected within the previous 24 hours. In the spring of 2013, following extensive preventive work (installation of an elaborate snow-melting system to prevent snow and ice accumulation on the roof) and the results of analyses demonstrating the roof’s reliability, the RIO obtained authorization from the Régie du bâtiment du Québec to hold events within the main playing area of the Stadium provided that these three criteria were respected.
